Job Purpose

To lead and manage all Human Resources Operations across the company's Head Office, branches, and manufacturing plants by ensuring efficient implementation of HR policies and procedures, compliance with labor laws and internal regulations, and delivery of high-quality HR services. The role is also responsible for driving operational excellence, digital transformation, and continuous process improvement.

Key Responsibilities / Tasks

1. HR Operations Management

  • Lead and oversee all day-to-day HR operational activities.
  • Standardize HR processes across all branches and manufacturing sites.
  • Develop and continuously improve HR operational procedures.
  • Develop, review, and update HR policies and Standard Operating Procedures (SOPs).
  • Ensure full compliance with approved HR policies and procedures.

2. Personnel Administration

  • Oversee the entire employee life cycle including recruitment, hiring, onboarding, transfers, promotions, disciplinary actions, leave administration, resignations, and termination.
  • Review and approve employment contracts and HR-related documentation.
  • Ensure employee files are complete, accurate, and regularly updated.
  • Ensure compliance with Labor Law and company regulations.
  • Supervise all employee leave administration activities.

3. Attendance & Time Management

  • Supervise attendance and biometric systems.
  • Review monthly attendance reports.
  • Resolve attendance discrepancies and exceptions.
  • Analyze absenteeism and lateness trends.
  • Develop action plans to reduce absenteeism and improve attendance.

4. Government Relations

  • Coordinate with government authorities regarding HR-related matters.
  • Manage labor inspections and government audits.
  • Ensure compliance with all legal and regulatory requirements.

5. Frontliners Recruitment & Staffing: 

  • Monitor the execution of the annual recruitment plan.
  • Review and approve manpower requisitions within delegated authority.
  • Monitor recruitment KPIs.
  • Coordinate with department managers to fulfill workforce requirements.

6. Employee Relations

  • Promote a positive work environment.
  • Ensure proper implementation of disciplinary procedures and employee conduct policies.

7. HR Operations Across Branches & Plants

  • Supervise HR teams across all branches and manufacturing plants.
  • Conduct regular field visits.
  • Audit compliance with HR policies and procedures.
  • Ensure consistent HR service delivery across all company locations.

8. HR Reporting & Analytics

Prepare and analyze periodic HR reports covering:

  • Employee Turnover Rate
  • Absenteeism Rate
  • Tardiness Rate
  • Recruitment Status
  • Resignation Rate
  • Workforce Statistics
  • HR Operational Performance Indicators

9. HR Digital Transformation

  • Support HRIS development and enhancement.
  • Lead HR process automation initiatives.
  • Improve HR database quality and integrity.
  • Ensure data accuracy and confidentiality.
  • Support ERP and SAP HR system optimization.

Qualifications / Skills

  • Bachelor’s degree in human resources, Business Administration, or a related field.
  • 10–15 years of progressive experience in Human Resources.
  • Minimum 5 years in a managerial position.
  • Extensive experience managing HR Operations across multiple branches and manufacturing plants.
  • Strong experience in Personnel Administration.
  • Hands-on experience with ERP, HRIS, and SAP HR modules.
  • Thorough knowledge of Labor Law and employment regulations.
  • Professional HR Certification is preferred (SHRM, HRCI, CIPD, or equivalent).
  • Good command of the English language (written and spoken).
